Fribourg-based Blue Invest Innovation SA wins call for investor tenders to develop bluefactory’s perimeter C
Blue Invest Innovation SA has won the call for tenders launched by Bluefactory Fribourg Freiburg SA (BFF SA) to develop a plot of land on the bluefactory site along the Route de la Glane in Fribourg. The future partners must jointly finalise the surface rights contract by the end of 2024. The project’s implementation phase is to start in. 2028.

As part of the bluefactory site’s development strategy, BFF SA launched a call for interested Swiss investors in 2022. The surface rights contract involves extensive construction on an 8,000m² plot of land along the Route de la Glane in Fribourg. The project will incorporate buildings destined for multiple uses, including residential housing.
On the unanimous recommendation of a jury composed of eight experts from the key areas of architecture, engineering and real estate, the Board of Directors of BFF SA has appointed Blue Invest Innovation SA as their development partner. Currently in the process of incorporation, the new company’s founder members include Bulliard lmmobilier SA and Urban Project SA. The next step is for the chosen partners to rapidly finalise the surface rights contract. A competitive tendering procedure will then be launched in 2025 to select planning services, followed by the planning itself and the application for a building permit. The project’s implementation phase is scheduled to start in 2028.
During the tender process, BFF SA prioritised a global concept that would give the site a strong, unique identity in line the canton’s plan for land use (PAC) and sustainability principles. The evaluation was based on weighted criteria, principally the financial offer, the concept for development and use, as well as the applicant’s contribution to the innovation district’s sustainability principles.
